There is an open source audio program named Audacity.  You can download Audacity from the following SourceForge location:  http://audacity.sourceforge.net/download/windows.  If you want to output your .wav files in .mp3 format you will need the LAME file.  The instructions for downloading and installing that file (and other stuff) is on the lnk provided above.

I have used very very quickly to record audio on my pc and it works just fine.  On first look at the documentation, there are basic instructions on how to edit audio files.  Audacity's documentation page is at:  http://audacity.sourceforge.net/help/documentation.  

I'd say I help, but I am pretty busy these days, but have come across this free tool for editing .mp3s and such.
