For purposes of clarity and reinforcement, we want to introduce steps with a statement that indicates what the steps are for, such as “To print the report:”. 
Perhaps a heading or a title is enough to introduce the steps and a "To" statement is not needed. In fact, if the procedure has a title, adding a "To" statement seems redundant and wordy. 
I remember seeing discussions of whether to use "To" statements to introduce procedures, but I don't remember where. I get the impression that this is a bit controversial.</description>
